Shaula who is also (misakenly) known to many as the Sage Flugel is in reality the real Flugel's apprentice and current custodian of the Pleiades Watchtower. She was present at and a key figure of the sealing of the Witch of Envy around 400 years prior to the story. Her eyes are dark green and she has long blackish, brownish hair that she keeps tied in a braid like a scorpion tail. She is fairly tall with a model-like physique and tends to only wear a black bikini, hot pants, and a cloak (leading to Meili to refer to her as "naked onee-san"). Shaula has a somewhat simple personality that could be described as empty-headed or nonchalant, but is shown to also harbour very strong feelings to those she cares for such as her teacher Flugel.

History

Much of the details concerning Shaula are not yet fully canon due to only being explored in Arc 6 which is currently only covered by the web novel.
Shaula helped to seal Satella all those years ago and was given full credit for Flugel's work thus leading to the current day misconception that she is the Sage from the legends. She has stayed in the Pleiades Watchtower ever since that event and acts as the guardian and custodian of the place, guiding any who enter as they attempt the trials to unlock the library contained within the Watchtower. However, even getting to that point is difficult and Shaula exercises fatal force in discouraging any attempts to approach the Watchtower. On top of the natural defenses that deter visitors such as Sand Time in the surrounding dunes, she herself attacks anyone approaching from perches along the tower itself with deadly and precise accuracy.
Subaru and company fell victim to her attacks multiple times themselves and had to rely on Subaru's Return by Death in order to navigate closer to the tower. Finally though after surviving her initial onslaught, she teleported the group of travellers and split them up into separate locations. As the group finally made their way into the Tower proper, she welcomed them and took an instant shine to Subaru who she claimed smelled like her teacher Flugel.
Through prompting by Subaru, she shared her knowledge of the tower and told them of the trials that they would have to pass to gain access to the knowledge stored within. She didn't take an active part in the trials themselves, but she was available for more questions and eventually divulged the five secret rules of the Watchtower. She withheld the fifth rule "It is not forbidden to destroy the trials" for a time in order to prolong the group's time in the tower, probably attempting to spend more time with Subaru.
Through Subaru's multiple lives within the Watchtower, he learns that there are dire consequences for breaking any of the five rules and that Shaula herself transforms into a giant scorpion that kills anyone who does so. She is definitely extremely powerful, but the extent to which she interacts with the story is not yet fully known as the arc is still in the process of being written.

Relationships

Flugel - The actual sage from the legends and stories of the sealing of the Witch of Envy, Flugel gave all credit for his actions to Shaula which caused her to be known as the legendary Sage instead. She loves him a great deal as his apprentice and is absolutely loyal having never refused an order from him. When she mistook Subaru for Flugel, she said that she had waited all this time for his return.
Satella - Shaula was present and acted as a key figure in the sealing of Satella.
Subaru - Shaula is terrible at telling people apart and uses smell along to distinguish individuals. She calls Subaru master because he has Flugel's scent.
Reid Astrea - Shaula would have known Reid Astrea from his lifetime as he was also around during the sealing of the Witch of Envy. She reacts very negatively to seeing him during one of the Tower's trials.
Meili Portroute - For whatever reason, Meili becomes very attached to Shaula during her time in the Tower. Meili refers to the older girl as "naked onee-san (older sister)" and typically spent her time hanging onto Shaula's shoulder.

Abilities

Shaula possesses a great amount of power and her position and legacy as someone who took part in the sealing of the Witch of Envy is well earned. She herself admits that she can force Reid Astrea to use both hands in combat one out of ten times.

Dimension Gate - Shaula is able to manipulate space in some way as shown by her transporting Subaru and his group to several locations through spacial distortion. This ability has been shown to even pierce through a special barrier that interferes with space and time to prevent those within it from anything on the outside.
Immense Strength - Shaula showed that she could lift an Earth Dragon and associated Dragon Carriage with ease and carry them around.
Hell's Snipe - A technique that Shaula uses connecting needles she carries together with her target using mana. She then releases the needles which gravitates towards the target at extreme speeds. It is a technique that is fast, powerful, and that she can use in rapid succession.
Transformation - Whenever a rule of the tower is broken, Shaula transforms into a colossal black scorpion with glowing red eyes and deadly sharp pincers. The stinger on her tail can also be detached as an explosive device.
